The time does not change anywhere.
This is an idea first proposed by Benjamin Franklin. In the winter months people rising and becoming active before the sun rose tended to cause them to burn more candles and lamps. He figured that by setting the time back 1 hour in the winter months that people would use less candle wax and lamp oil.
Our government figures the same applies to electric usage.
Arizona does not think it is worth the hassle, I don't either, but because of where I live Twice a year I have to upset my metabolism and change all my clocks.

Because time change is an artificial invention, and they decided they didn't need or want DST. In fact, at this point it is pretty pointless all around, and we could all stop changing time every 6 months. Honestly, we really don't need to save daylight anymore, considering we all run off of digital time rather than sun anyway.

it is due to the fact it was never voted on like the 1st one said.and than it got to many years on the bill to go back and reintroduce it again...Political my dear!!!
