Try asking your local rescue organizations to see if they have any foster programs.
Do a Yahoo! search on "horse rescue- PA" and a bunch come up. The same for "dog rescue-PA"

Foster horses try the CANTER organization. also TURF apparently is good but I dont know. As far as dogs, try your local dog pound, the Humane Society, or the ASPCA.

Most animal shelters are always looking for people to foster animals.if you are over 18 and have the right facilities,they'll probaly let you foster an animal.Check any of your local shelters or rescues.

then go to the search box and type in breed rescue. that is for a dog but i don't know about a horse.
