They are a Communist country so in the 60's we established an embargo against them. The embargo prevents us from trading with them, flying to their airports and many other activities involving them.

From the other posts, you know that the US has had a trade embargo with Cuba since the early 1960s. So -- it isn't just Cuban Cigars that can't be bought -- but Cuban products of any kind.
Pre-Castro Cuban cigars are still legal. The day before he announced the embargo, Kennedy sent his press secretary on a mission. He told him to buy up as many Cuban cigars as possible. Below is a link to an article about it. Pierre Salinger bought 1200 Cuban Cigars for Kennedy that night.
