go to your local jewlery store and have them clean it, that way should it break in the cleaning process, they will pay to have it repaired.

hmmmmmmm start with a tooth brush and see how much will scrub off with dish soap. if you have a lot on it, it really could have ruined the bracelet. if its really important to you take it to a jeweler

use toothpaste and silver shiner
it cleaned all of my silver collection with tough, hard stains leaving it sparkly clean

if its really of great value to you, i suggest you go to a jeweler store so they can take care of it for you.
