Dude, your question is too deep and complex for neocons. they are drones, automatons. Standing tap water has more live and independence. They can not think above what the hive hierarchy tells them to think. And according to Bush/Israeli Doctrine no one but who they decide are "evil doers" or not are able to defend themselves and how to do it when they do it. According to the Bush/Israeli Doctrine if separatist, or whatever working out of Japan(lets day)attacked Beijing. China would then ask Japan to hand over the perps. But lets say the perps slipped out of Japan into Brazil or something. Or, as insurgents seem to do, hid very well and the Japanese could not find them.
