My mail is either never delivered or delivered to the wrong mailbox. I have emailed complaints, have made complaints in person, have made complaints to a friend who works in the same post office, have had an 'alert card' made up to remind our carrier who we are and what our address is, and still no results.
I am not able to get a post office box because there is a long wating list in our town.
What is the next step to try to get my mail, or is it a lost cause?

Your best bet is to find out who your postal carrier is and try to make a personal connection. He/she will be far more likely to get your mail to you if they like you.

Depending on how big a town you live in, you can have the post office "hold" your mail like others do when they go on vacation. You can then go and pick it up just like you had a PO Box.
You can also talk to the CARRIER SUPERVISOR or STATION MANAGER, or POSTMASTER. If your town is small enough, he/she is probably all the same person.
OR you can get a PO Box in ANOTHER town close by. There's no rule about where you have to have a box. We have one in one county and we live in a different county.
If a mail carrier KNOWS where you live, they are OBLIGATED BY LAW to deliver it to you, no matter what. End of discussion. If they don't, they can get in trouble. Also if you complain regularly, it will get someone's attention. Also write the POSTMASTER GENERAL in Washington, if all else fails.
That may take forever, but trust me; nobody in the post office wants that complaint to come down on their head.
(calling the mayor won't help; he's a figurehead not a federal employee)

You could email the USPS using the "Contact us" link on the USPS.com homepage, but I have some other suggestions for you too.
1) Put your name on the inside and outside of your mailbox to make recognition more likely. You may be dealing with an auxiliary route that is not in a regular's care.
2) Put your address on or near your mailbox. Corner houses usually have a problem similar to yours
3) Make sure you use good address hygiene. Computer printed labels are less often mishandled because they are sorted into sequence for the carrier.
4) Return all misdelivered letters to the mailbox with a post-it on them explaining the error.
5) Keep smiling. Persistence will pay off in the long run and nobody likes to talk to a sour puss. Good luck!

First you must make a formal complaint with the POSTMASTER and then if that fails call the Mayors office. Its never a lost cause! Or you can threaten your mail carrier. j/k

Go down to you local post office branch and ask them if they would mind holding your mail there until you pick it up once a week or so.
