Under socialism, some private property, and some highly regulated private transactions, are allowed. The bulk of the infrastructure is owned and opperated by the central government, supposedly on the behalf of the general populace.
Under communism, the entire economy is considered communal, and run by the central government, supposedly on the behalf of the general populace.

One (Communism) runs under a more totalitarian government, while the other (Socialism) is dictated by the whims of the people who vote in democrat elections.

In a socialist nation most of the means of production belongs to the state. In a communist nation all property belongs to the state. In the latter, there is very little private ownership of anything, including your own home.
