You can get COMPOSTED cow manure at any garden center. If you obtain fresh manure, you should ALWAYS compost it first, before using it. Otherwise you will be planting seeds from everything that cow ate for the last several days.

Just about any farm will let you get some for yourself. They sell it by the bad in garden centers. Just be careful if you use it fresh it can burn. Try Mushroom compost also sold in garden centers. At Wal-Mart a 40lb bag cost $1.28 for cow manure.

I would suggest you use composted cow manure rather the fresh stuff. Fresh manusre is full of seeds of whatever the cow ate. Also, freh manure may be too "hot" or green(not a color) and may burn your plants.
