I had an obese teacher who liked to wear pants below his BIG pot belly and whenever he'd do demonstrations (he was a physics prof) his Hawaiian shirt would go up and you'd get a full public hair exposure. . . it was traumatizing :-O
I wish it were illegal. . . .

It was her right to be the way she wants to be. It's not your business. If you don't like it, don't look. It's a bit perverted to look at someone's crotch anyway. It is possible she didn't know, but why is it such a big deal? Kids aren't going to care about it unless they see their parents freaking out about it. Kids emulate their parents. The better question is, why is it bothering anyone? When I'm at the beach, frankly I'm more interested in getting into the nice cool water and out of the heat than looking at other people negatively. Why be upset at someone for choosing to be the way they were born to be?

It classless and inappropriate, but there is the chance that she didn't realize, in which case, if she was with friends, you might pull a friend aside and point it out so the friend could tell her.
If she was aware, move away from her because she is inconsiderate.
