Do not go by that BMI index! Even scientists and some doctors are starting to see and report that it's misleading because it doesn't take into account muscle mass, overall health, genes, and a person's family history.

Since muscle weighs more than fat and takes up less space, on the scale it could show that a person (girl especially since it's more pressure for them to weigh as less as possible) is overweight of 'fat' when in fact they aren't.

Just stay healthy and eat right and don't worry about the scale. Scales are for fish not people.

It's impossible to say. Some 16-year olds are still growing rapidly. Some are taller, some shorter. Muscle weighs more than fat, so a muscular girl might actually weigh more than a fat girl. Don't let some stupid chart tell you what is right for you.
