Deleting two teams to get down to 28 - Milwaukee Brewers and Florida Marlins; move Pittsburgh to the NL East.
Adding two teams to go to 32 - A team in Memphis to compete in the AL Central, and Vancouver for the AL West.
Actually, with 16 in each league, I'd consider going to 4 4-team divisions in each league.
NL
East - New York, Philadelphia, Washington, Pittsburgh
South - Atlanta, Florida, Houston, Colorado
Central - Chicago, Cincinnati, Milwaukee, St. Louis
West - Arizona, Los Angeles, San Diego, San Francisco
AL
East - Boston, New York, Toronto, Baltimore
South - Tampa Bay, Texas, Memphis, Kansas City
Central - Chicago, Cleveland, Detroit, Minnesota
West - Seattle, Oakland, Anaheim (make them drop that Los Angeles Angels of Anaheim crap, or go back to being the California Angels), Vancouver
12 interleague games (3 against each of 4 teams in other league in one division, rotating every year), 9 each vs. everyone else in the league not in your division (6 away and 3 home or 6 home and 3 away, alternating every year), 14 each vs. other division teams for your 162.

Baseball shouldn't delete any teams.
But if you had to cut two teams, you can't cut any team that's won a World Series. Both teams would probably have to come out of the NL, so we'd probably be looking at losing the Nationals and the Rockies.
But that would NOT be good for baseball.
Instead baseball should add two teams to the American League so that the schedule quirks we see every year can be done away with. If the current divisional alignments didn't change, then I'd put a team in Las Vegas and a team in Mexico City.

OK, lets do both. Lets take away two teams, then move two other current teams to new cities.
First lets get rid of the Pirates. Thanks for the all-star game and we are family, but you have to win a couple of games once in a while.
Second lets get rid of the Royals, same reason. Now you have to move a team to the AL to even up the numbers.....welcome back to the AL Brewers.
OK now lets move two teams to new cities.
First lets get a team in Tampa Bay.....what?....oh they have a team?....in the major league?......Wow, who knew.
Well lets see how about moving the Reds to Las Vegas? You could get Pete Rose back as your manager. I think he would love Vegas.
And 2nd lets move the Yankees to New Orleanes. They are the most hated team in baseball (and the most loved by all the bandwagon fans). Lets put a positive spin on the recent tragedy in the gulf coast...you could give away tickets and maybe Stienbrener would even flash his chest for beads. Everyone would fall in love with the Yankees....they would be America's team.
Just some thoughts.

all dumb answers here you would have to look at small market teams cause large market teams just wont make sense moving. Moving the yankees my God man your an idiot. Anyway the Twins from the AL and the Padres from the NL I know what your saying SanDiego is not a small market but that will leave room for the newly named California Angels and L.A.Dodgers to create more capita plus they are more of a chance at seeing the playoffs every year now you would replace san diego they would go to Portland Oregon yes the people there want a team and it will be great next the twins would relocate to Indianapolis were they will have a bigger fan base that is my idea

I say take out the Royals and Rangers and move them to New Orleans and Vancouver. In Canada we love baseball. Vancouver would be a great place to have a team. Plus it would make the teams even amounts in the four team NL West. New Orleans needs a boost. Giving them a baseball team would give them that boost. Replacing their basketball team.
