The first step is to have either two video cards, or a video card that supports dual monitors.
Then you hook them both up, right click the desktop, go to properties, go to settings and start there.

Either of the first two answers are correct, depending on whether you want the same display on two monitors (you need a splitter, I have a source for those) or if you want to extend your pc desktop from one monitor to 2 so that you can see different data on the two screens (then you need two vid cards or a card that will drive 2 monitors). I have both these systems set up. Which do you want to do?

todays addon video cards [even the cheap ones] have a tv out.
an "s-video out" so that you can conect your normal vga monitor AND your tv.

i dont know that that is possible, but if i were to try to do it, i would try to just add another monitor port to the back of your pc.
