Yes they can, but like everything else, in small quantities. They are a treat. Because they are so crisp, they help to wear down the constantly growing teeth. Bananas are not as "acid" as most fruits, be careful with apple, fresh apple can cause sores at the corner of the mouth.

You should have timothy hay in unlimited supply available for your rabbit at all times not just every so often. He needs to be constantly chewing on that. Banana is full of sugar and him eating it is like you giving a child sweets so it is no wonder he likes it. Dried fruit is not good for rabbits at all so you need to cut that out right away. He needs to be eating fresh vegetables to build up his vitamins. I would cut out the banana totally. He also sounds like he is not neutered. You should get that done as it prolongs a rabbits life and makes them calmer. Try to get him to eat parsley, mint, spinach, kale, broccoli. These are all very healthy for him. You admit you have not been a good mum so change that now and do what is right for your rabbit. It is down to you to make him healthy as he cannot do it himself.

dried fruit is actually not good for rabbits. They are too full of sugar. They really love craisins tho (dried cranberries) and they have less sugar. Mine goes crazy when he hears the bag come out of the fridge. Whatever you do, dont give them regular babanas. They like it, but they cant swallow it properly because they are too soft and can choke. If you get craisins, just 1-2 a day is all they should have, even tho they would like the whole bag!

Yes, if you get the ones that are suppose to be for rabbits and not humans as the human ones tend to be full of sugar and very fattening for even us humans. Most rabbits love them but my rabbit wont eat them.
