Rub down rust to metal with coarse paper or wire brush use filler if needed use wet and dry paper use stopper, primer ,spray .The basics.

same as u do on a car surely ,rub down with wire brush then treat with rust inhibitor and then primer and spray paint .

Its not worth repairing rust. Theres no market for it.
Try getting rid of it!
