As a marketing consultant, I would recommend exploring the non-traditional forms of advertising. TV, radio, and newspaper are already well established and know they can charge a good bit for their services.

As to which of the other forms of advertising would work best, well that depends on your target demographic. Most banks, lawyers, and title companies already have their own services there. Low income housing often needs items notarized, contacting the management of those properties might end up with you getting referrals from their residents, but I'd ask for payment in advance there.

I suggest finding something similar to each of the resources listed below. If you do decide to go with these exact forms, just contact the folks and let them know Chris L sent you by to increase your start-up customer flow, and they will go out of their way to help you.

A few free resources – check out the sources box for links:

1) Create a blog pertaining to your field

2) Use Yahoo! Local & Yahoo! Groups – Be sure to read the TOS for each one!

3) Write articles pertaining to your field and/or expertise.

4) Advertise on Craiglist

Also, consider signing up for an affiliate program. These programs enable you to advertise on other's sites (your affiliates) and once a sale is made to you, your affiliates & the program are paid a commission.

I listed a few handy sites & articles relating to marketing, promotion & advertising. Here are some book titles that are relevant:

What type of business are you looking for and what state are you in? If you are familiar with Mortgage Documents, then I would suggest you contact title companies or settlement agencies in your area. You can hire yourself out as a settlement or closing agent. Be sure to check your state guidlines....

Do you have people come to you or are you willing to travel? I have heard of notaries that can charge more and get tons of business because they are willing to travel to businesses, etc instead of making them come to their office.
