YES! Fish can get fat. Perhaps not in the way humans do, but overfeeding fish leads to an excess of fatty degenerative tissue in the fish, eventually causing a sad, early demise (if not death from ammonia poisoning!)
I don't know about all fishes, but a betta's stomach is behind the gills near the pectoral fins.

Another thing to keep in mind: fish CAN get fat, especially if fed a lot of rich foods such as bloodworms. Many of the fish you'll buy to put in your tank are juveniles: how they develop into adult fish will be determined by your care of them. Just as high nitrates can stunt a fish's growth, shorten its life, and prevent it from ever breeding successfuly, fish who are overfed can end up with deformed bodies and other problems - plus they poop more... which has obvious ramifications :-). Feeding a good variety of foods ensures that your fish will get not only the rich foods, but also fiber (brine shrimp and other crustaceans) and vegetables (algae foods, vegetables).

i have never really seen an overweight fish before, but i know that if you give the fish more food than it can eat the food will just sink to the bottom of the tank the water will start to get clouded and might kill your fish if you don't change it soon.

Part of them is fat. They have what is called omega-3 and omega 9 fatty acids which is good for your brain. You can get it in gel form from vitamin stores or you it's better to get it from directly eating the fish, especially salmon which is high in these.

yeah, they have fingerlike fat projections that arrise from off of the gonads, i believe. it's been awhile since my perch disections. anyways, depending on how well fed they are, the deposits fluctuate in size. this fat is not located in the muscle, so you don't have to worry about fatty fish meat.

Yes, like any creature if it eats too much they can get over weight. The gut is about the middle of the body.
