You can get a user ID without using yahoo email. If the ID is taken then you can't get that email address.
Try using your full name, or possibly "ccole" followed by your zip code.

It's probably an account that was deleted by the previous owner. Yahoo locks user names when accounts are deleted to prevent confusion. I'm not sure if they free up the names after a certain period of time. But this is probably the reason why you cannot have this email address even though it is not taken at the moment.

I know you can have a Yahoo user ID without an activated Yahoo mail account. Maybe thats why.

That this is just a profile, where you can only chat and cannot be EMAILed by anyone.
You can get upto 6 profiles
That's why you weren't able to EMAIL that person
OR
This person might have account like ccole@yahoo.co.uk OR ccole@yahoo.com.sg

Yahoo reserves it for use, and to avoid future promblems requires you to use numbers at the end
