Some love the USA and some hate the USA, and on each side there are a million reasons why.
So I guess the answer is both, plus a whole lot more. I think it is also safe to say that more foreigners hate us now than in the past

Can't speak for more than a few foreigners, but those of my acquaintance would never be so rude as to blame ordinary Americans for the international media attention given to sleazy hip hoppers and the nut from Texas who has embarrassed us all.

neither is the imediate response. western Europe sees the US as a bunch of MacDonalds eating, cheap beer swigging jackasses. Eastern Europe (Poland, Hungary, et al) sees the US as an ally and, more importantly, a friend inthe world community. I have never been treated better as an American than in Poland and Hungary. They are polite, kind, and appreciative of the Cold War efforts and beyond of the United States and her people.
