You'll invariably get different answers to this question depending on who you ask and the strengths and weaknesses of the individual performer. A good reference would be the Royal Conservatory of Music's Grade 10 level, which lists the most challenging pieces.

Traditionally, the piece that many guitarists wait until they are ready for would be Bach's Chaconne from Violin Partida No. 2. This is because Segovia, the grandfather of all modern players, stated that one must be at least 50 years old in order to play the Chaconne well; due to not only the fact that it is technically challenging but also he believed that emotional maturity and life experience was necessary to perform a good interpretation of the piece.

Anything by Bach transcribed for classical guitar as it feels as if your having to play harmony, melody and lead as one musical phrase...You need at least 6 fingers or amazing knowledge of the fretboard. Some of the traditional Andalusian Spanish guitar is also very complex...so much so that they have children as young as eight learning it in guitar schools. By the time their 20, they have just about got the hang of it!!

theres a lot of really hard stuff out there for classical guitar, especially if you venture into Persian or Eastern music which uses quarter tones and requires some unconventional string tunings.

but the MOST difficult - try Frank Zappa. he wrote some pieces that have never been performed because they are too difficult.

damn that's a difficult question to answer. My opinion is after much thought, is that nearly all pieces of music written for a guitar that expects you to hold down chords with one hand whilst plucking strings in a rhythmic organised fashion with the other is extremely difficult. so i laid my guitar down and sadly admitted defeat in a realisation i will never be Eric Clapton or a member of the gypsy kings, and got a keyboard instead much easier Elton John watch out here i come. but one day who knows i may try again with the guitar
