File a formal written complaint in the court where you reside and where the company is located at your choice as provided for in the Rules of Court.

It depends on the company and the nature of the complaint.
Your first try should be to the company itself.
If the company is based in the US and the complaint is of illegal practices, then the better business bureau in that state, the local police, or the FBI (depending on the severity of the offense).
If it's outside the US and you can tell what country they are in, then that country's US embassy or that country's law enforcement.
If you can't tell where they are from, you may be entirely out of luck.
