Seaside or Cannon Beach, Oregon. Astoria, Oregon is close to both and there is a lot to do there.

Ocean Shores, or the Olympic Peninsula in Washington. The San Juan Islands are also a GREAT vacation spot where you can do all of the things that you listed.

Rural/Mountain choice:
Leavenworth, WA

Leavenworth is a scenic Bavarian theme town where you can white water raft on the Wenatchee River, Bike numerous roads, forest service roads, trails, skiing in the winter (Stevens Pass or Leavenworth Ski Hill), hike around Wentachee National Forest or climb some peaks, along with some great German theme bars. Lake Chelan and other lakes are less than an hour away.

Ocean theme:
Oregon Coast - from Lincoln City (south) to Astoria, OR (North).
Plenty of establishments and exploration areas.

City theme close to recreation:
Ellensburg or Yakima, WA

Kayak neighboring lakes, raft or float the Yakima River, Plenty of trails for biking/rafting, plenty of local establishments for drinking, close proximity to Mt. Rainier National Park.

Try the San Juan Islands northwest of Seattle. There is Kayaking, biking, hiking, wildlife watching (whales and eagles),
many bed and breakfast or hotel lodging and many more activities. Check out an Island and then hit things to do:

I agree...Seaside or Cannon Beach. Funky little towns, relaxing, and plenty of outdoors activities just less than an hour away.

seatlle has some awesome things to do from museums to science centers to clubs to the best restaurants in the Northwest. u could also go to seaside oregon or portland its awesome there too.

Pacific beach is a great. It is very relaxing and has many activities. The water is fairly warm and it is not burning hot there.

Sea Lion Caves in Oregon. Never been there but my parents have and they say it's awesome.
