have you ever tried loading a park and its loading fine until "post activate terrian" and then it gets stuck there?
i know it doesnt have anything to do with our system requirements on the computer...

I have owned RCT 1, 2, and 3. one was good and the rest sucked

Maybe a game file is corrupted, keep your saved parks, and try re-installing the game.
