If you're sure your graphics card is a good one and that the drivers are all up to date, could be your graphics card is over-heating, which might explain the change in noise, too.

Is the room air-conditioned? Is your computer hot to the touch? Try turning it off until it's cooled down completely (might take a while) and then restarting it. You could also try taking frozen veggies from the fridge, wrapping them in towels and then packing them around the warmest part of your computer. BUT DO NOT let any water get onto your machine. That's a sure fire way to make sure it'll never work again. Also, this is a good way to ruin food, so I wouldn't recommend it unless it's an emergency.

The answer is obvious. You tried restarting the computer, turning the computer off, turning the computer on, but you never tried just turning the monitor on.

If it gives a sort of beep after a few seconds when turning it on, but doesn't continue after there, it might be a BIOS problem. Do you hear the whirr of the hard drive when you start it up? Try leaving it alone for a bit. It might be heat.

when you turn the computer on, if nothing happens, replace the power supply. if you get the fans running and the power light on, but no post beep, remove the video card and reinstall it, then try again. if you are getting more then one short post beep, replace the video card

it seems too me like you switched off before powering down... its in hibernation i think... something similar happened to my old CPU, that's how it remained my old CPU! It kept doing it...

I used to wait 20 mins and try again... but the problem could be lithium batteries not holding anymore, if you have an old CPU!

does the machine give when beep when you turn it on from cold?
if so then all the hardware on the pc should be ok
that being the case the monitor is broke.
its very hard to troubleshoot this sort of problem.

when you power on the computer does the power supply fan works, or the air flow , did you notice it, and try to use in your default settings.
