The only way that the case would be reopened and a new investigation would be conducted is if new evidence were presented to give reason for such to be conducted.

The conclusion that states "Kurt Cobain committed suicide" is weak at best. But, the body was cremated, it is very unlikely even the State of Washington could re-open the case even if it wanted to. Personally, I think he had too much heroin in him to shoot himself, but sooner or later he would have died by his own hand. But, someone got away with murder.
