if you buy let's say a PDA for $200 all you pay is the $200 right? there's no such thing as getting service for the PDA right?

A Personal Digital Assistant (PDA) works right out of the box. So, no, you do not need to purchase any additional service or do an activation.
However, if you buy a PDA that has WiFi (wireless) capability to access the Internet, you will have to buy a wireless (what is also called HotSpots) plan. If you have DSL at home, chances are that your provider offers a discounted WiFi rate when you are stores such as Starbucks, Barnes & Nobles, UPS Store, McDonalds, and other locations.

PDAs work out of the box. You buy it, turn it on, and you're all set.
There are however upgrades which cost extra. Memory cards for example don't come with the PDA but you can buy it for more space.
There are services like an online service but it's not a must. If your PDA has WiFi, then you can just connect to a wireless connection and browse the internet.

No you shouldn't have to pay for more than tax (and/or shipping). If you get one with internet capabilities you may have to sign up for a service. I'd contact the manufacture of the PDA prior to make sure.
