standard for gas gauges to be way inaccurate. At least its off on the safe side. You just need to get more familiar with the gauge and how far below E it can go.

It sounds like to me that you have a faulty sending unit. I work at a chrysler dealership and see this problem often. The sending unit is located on the side of the fuel pump assy. (inside your fuel tank) Part number is cbk17552 and only costs around $16

Are you going by the gauge to determine if it is empty? If so, it is not accurate. There is always more gas in there than the needle shows.
