i want to set up a podcast but don't know where to start. does anyone know how to do this or can you help with a website for me to goto.

Podcast: Sound file on a web page. That's all a podcast is (the name was created by Apple to help flog their iPod products. before that, they were just mp3 files on web pages).
Upload your mp3 file.
Create a link on your website to it

There is also sound embed code kicking around that lets it in play in the page. All very easy.

If you only want it to be basic I would recomend trying Odeo, they have everything you need there (bar the microphone)
