Does anyone know where I can get my cell phone repainted?

Paint wouldn't hold up to the abuse the cell phone goes through.
Your best bets are to either get a new faceplate/shell/case or vinyl skin. Vinyl skin is like a decal but it can removed without leaving glue/adhesive residue behind.
