i dont know if im able to go to mexico and come back into the US without my passport even though im a US citizen and 17 years old

what's being 17 have to do with anything? under 18 people still have to follow the laws the rest of us do. You have an id I assume, a birth cartificate, and can get a passport. Right now you need an id and birth certificate. I believe that you don't need a passport for canada or mexico until jan 1st 2007.

Yeah the passport law has passed but you don't have to have on until December 31, 2006. After January 1, 2007, all people, including newborns, will have to have one to come and go from the US. no matter if you are a citizen or not. It doesn't matter after 1-1-07 if you go to Canada or Mexico. You will need one no matter what!

One, why would you go to Mexico without one? Did you lose it? If so, you'd need to visit the US Embassy for a replacement (if you're in Mexico already) Otherwise, go to the nearest office to get a replacement.

If not and you just decided that you can break the law because you don't want to apply for and pay for a Passport, then you'll get what you deserve.

They'll need you to provide proof of citizenship like a notarized official birth certificate and it may take you a few days to sort things out.

this is required for entering mexico.

MEXICO - *Passport, or proof of citizenship (such as original birth certificate or naturalization certificate) and photo ID. Tourist card is required. Tourist card valid 3 months for single entry up to 180 days, $20 fee, requires proof of U.S. citizenship, photo ID, and proof of sufficient funds. Visa not required of U.S. citizens for tourist/transit stay of up to 30 days. Obtain tourist cards in advance from Consulate, Tourism Office, and most airlines serving Mexico upon arrival. Departure tax $10 is paid at airport when not included in the cost of the airline ticket. Notarized consent from parent(s) required for children under age 18 traveling alone, with one parent, or in someone else’s custody. i believe right now you need a birth certificate and a governement issued id and if you are under 18 i believe you need a parental authorization form or something along those lines. I also believe the new law goes into effect in december. check out http://www.state.gov for all the laws and regulations
