as colour is derived from the splitting of white light so technically it is all the colours mixed together...(spin a colour wheel and see what happens)
and therefore black suggests an abscence of light so there is no light to make colour ergo black isnt a colour either

White is the total color. When white light goes through a prism then the seperation of color takes place and all prime colors are seen like in the rainbow.
It is the total opposite of physically mixing colors.
In nature white is the mixing or getting together of all colors.
In paints, black is the final color when all colors mix.
This should not be related to skin color. It is only about colors.

It depends on if you're talking about light or pigments.
White light is the combination of all colors of light.
White pigment is the lack of any pigment color.
So, by definition, white is not a color in either case.
White is not considered a PRIMARY color since it does not form the basis for making the secondary colors. For example, red (primary) and blue (primary) makes purple (secondary).
If you add white to a primary color you just get a lighter shade of that primary color, you don't get a secondary color.

Black is the absence of color so there for white is the comination of the whole color spectrum. When light is bent at a certain angel and shown through a prism you get the rainbow effect. But in order for this to happen the light must be white. I know a bit complicated to understand.

All the above answers are great, but I'll add that in looking at color it's the light reflected back to your eye that you see -- the material absorbs all the other color and therefore is, in fact, all those other colors.
Black absorbs all the color, so it's really all the colors.
White reflects all the color, so it's really none of the colors.

If I remember correctly from my art classes, white is all colors combined and black is the absense of color. The primary colors are red, blue, and yellow because you can mix any of these and get all other colors. Hope this answers your question!
