Hard work and practise, practise, practise the language every day out loud. Learn vocabulary and the grammar will follow. Learn at least 20 to 50 new words every day. Learn their meanings and keep saying them out loud. If you are doing this on your own, not taking classes, find someone from the country who speaks the new language to get practise. Get DVD or Cd in the language so that you can get the rhythm of the speech. Practise, practise, practise.

It helps to have mastered your mother tongue!
You have to work at it, 15 minutes a day is better than 1 hr. just before the next class. Read, listen, watch. If you have access to TV in the language, watch it. Don't bother with literature at first. The language equivalent of The Sun and/or women's magazines will do nicely for a start.

Practice a lot with other people that is fluent in the language...
Maximize the use of your senses to easily remember the word...
Know the grammar...
And use many kind of dictionary, translation, and search the web for it...

To not be afriad to speak even if you are not so sure of your skill; to be prepared to memorise a lot (eg; irregular verbs); to practise as much as possible but most importantly to really want to be able to speak which ever language you are learning - to have passion for it.
