We've been married 17 years, have 3 kids, and she works full time. Due to $ limitations, whatever we do needs to be local.

Take her on a cruise. There is a cruise out of LA that only is three days and is totally affordable and so much fun!

Depends on what type of person she is.
If she has ALOT of friends than a big party- hell, rent out a club or hall. Make sure she doesn't have to do ANY WORK [don't you make her cook!] Make it catered make it extravagant. Balloons. Big cake to remind her of your wedding.
If she's not a social person than take her on a get-away vacation. Trip to someplace she's mentioned she'd like to go- Tropical? European?
You know your wife best... think BIG because this is a special birthday.
