If you mean making more friends in on-line websites; even if you mean making more friends in real life the answer is near the same.

You visit their page, see if you have things in common that spur conversations, you invite them to be your friend, they accept and then you maintain the relationship by staying in contact.

In real life, you don't always formally or out loud invite them to be your friend, but you can. Oh, and there isn't a 'page' per se in real life either, but the concept is the same.

Go places, where people that share interests you have would go, and talk to people.
