From Interrose.co.uk:

"Of course a pure black rose does not exist, however there are some very dark red roses out there with names like "Black Magic", "Barkarole", "Black Beauty" and "Black Baccara". Our particular favourite at the moment is the "Black Baccara" it is in our opinion the most beautiful, the most velvety and the most darkest of all the black roses we have found."

Have to say they don't look particularly black to me! Have to assume the ones on NCIS were dyed or silk, then. Definitely not these.

Black is a euphemism for a very dark red rose. There are many of these and some of them have the word 'black' in their name (i.e. Black Prince, Black Ice, Black Jade). However, they are not truly black. There really is no such thing.

No there isn't a black rose. The nearest you will get is Deep Secret, when in bud, it's a very, very dark red and the scent is out of this world.

No. People have tried to breed black flowers for a long time. They only succeeded in producing very dark purple ones so far. True black flowers don't exist yet.

I'm pretty sure that you can make one, I've never tried it but I've herd that if you take a white flower in this case a white rose and put it in water mixed with the food coloring of your choice in this case black, the flower will become that color.

There is one known as "nearly black" which is a deep red. None that are actually black, though.
