Since you do not state a brand of engine -
Make sure choke is off -
I will address older 2 stroke engines with a carburetor that has a hi and a Low speed needle adjustments.
While running - as you stated - "hunting up & down" adjust your High speed jet 1/4 turn clockwise - wait a full minute - if it gets better than add another 1/8 turn untill it cleans up-
If it got worse turn 1/4 turn ccw - counter clockwise and repeat above
Now move throttle down to low speed or idle and repeat for idle - Low speed jet
I will assume you do not own this mower and you are doing some type of homework or game - here

With a 2 stroke the fuel is a gas/oil mix, either mixed then used to fill the tank or the engine has 2 tanks (one for the oil and one for gas). The second type mixes the oil a gas just before it's atomized into the combustion chamber. If the oil/gas mix is not blended properly you'll get occasional spikes in the rpms'. Make sure your fuel oil mixture is right or clean the engines oil reservoir and fill with clean oil.

Governor set too low,may need to adj carb setting richen up low setting first 1/2 turn if idle goes to low return to where it was. if there is no governor adj.screw shorten gov.spring a small amount this should make it run smooth.

Sounds like a air leak (but don't know brand, tecumseh?)..... spray some carb cleaner or brake cleaner around the seals, if they are sucking air the engine will react to the spray.
