How is full feature film of many gigabytes turned into a 700 mb avi? what software/codecs... is employed?

please only answer if you know how to do this. I have seen hollywood full quality - or as good as - movie at 700mb. I know it has to be converted-how and method is the question!

I use "handbrake" on a MAC. Sorry I dont know for a PC.
