Most typically, people are, as you say, "freaks and retards" due to a number of prenatal and postnatal influences. Prenatal influences include genetics, poor nutrition by the mother, stress felt by the mother, and other factors. Post-natal influences include poor nutrition for the child; lower socioeconomic class of the family of origin; a dysfunctional family of origin, an abusive or addicted family of origin; a lower class neighborhood; limited access to education, employment, and/or health care; a dysfunctional peer group; and a generally poor attitude exhibited by the child as he/she grows older.
One of the clearest signs of these influences is an inability to spell properly.

Probably because of the ways they were raised, it all goes back to Nature vs Nurture. I think how we are raised can ultimatly make us freaks or retards in some peoples eyes.
