They are Irish Bagpipes. Uilleann means "elbow" in Irish and they are played with bellows pumped with your elbow, you don't have to blow into them. They span two whole octaves! They sound awesome!

And, yes, those pipes are cool. I've seen a number of different sets over the years. They have beginner sets that are relatively simple, an intermediate set and a full-on complete set which is very complex with lots of valves. Paddy Keenan is an amazing uilleann piper, I saw him live:

No. But I would like to. I love the slightly haunting sound of the uilleann pipes in traditional Northumbrian and Irish music.

i LOVE the sound of them!! first time i heard em was when i watched Riverdance (yeah ok, i was younger!!) cant tell ya what its called cos its a B!TCH to spell!! LOL but omg its sooo grreat, makes the hairs on my arms stand up! Its by Davy Spillane is all i kno

Paddy Moloney plays beautifully.Also been used by mike oldfield on his early work.
