From what I know, some of the older ipods including the mini come with a little square cube- you can plug that into the wall, and plug the usb cord that you use to transfer songs to the ipod to more safely charge your mini. If you do have a laptop, I would recommend plugging in your ipod while your laptop is charging because that since the ipod is a large component to support, you might accidentally overheat your laptop battery. But if it comes and you don't see a little square charger in the box, you can always pick up one at target, I got one for about $20 when my brothers needed one for there ipods.

Yes. it comes with the USB 2.0 cord (if you click on that link, choose an ipod, and scroll down to the bottom you'll see it). The USB cord plugs the ipod mini into the computer, from where you can charge it and transfer songs to it.

IPods come with everything and the mini is great, but I didn't think they still were selling the mini. . . . .
