the campaign finance laws changed about 6 years ago to require it. The idea was to make the candidates more responsible for the messages they put out. So if Candidate A says "my opponent did XXX", you know he has to personally approve saying it on the ad.
The idea was to make negative advertizing less appealing. Not that it really worked well.

It's equivalent to their endorsement or seal of approval. It is letting the viewer know that the politician is aware and approves of the ad.
