Not easily, but based on similarity to other people who trace their ancestry to the same region, yes.

Keep in mind that Celts, as a group have assimilate quite a number of different conquered and conquering groups, so there's some pretty hefty genetic diversity to begin with.

The Celts started as copper miners in Germany, trading (genes as well) north and south, gradually being moved westward by necessity, not wanting to be wiped out, until the west coast of Ireland stopped them. Typically the Celtic skin type is the best sign, with red dots (little blood vessels coming straight up to the skin), small, scaly dry patches on the skin, "broken" blood vessels to varying degrees on the nose, face and upper chest (Yes, the "boozer's nose" is inherited from your ancestors, not from grog), and as one ages and gets more of the above signs, the skin becomes quite dry and waxy (rough), and difficult to moisturise. Therefore this Celtic skin type can be seen over most of Europe. I think personally the Dutch and Welsh have the signs most prominently.

Yes there are methods to determine whether or not one's ancestry can be traced to Celts. However, you must remember that what defines a Celt of the past is whether or not they spoke a Celtic language; "DNA does not speak a language." When I took a Celtic Studies course, I was taught that we define the Celts based on their language, not by their genetic makeup/ethnicity.

Yes, some people have what is known as the "Larry Bird Gene"
These people typically have porn mustaches and are really lanky.

Others have what is known as the "Kevin Mchale Gene". These people tend to have great low post moves, but are generally sub-par general managers of basketball teams.

Even more rare is the "Bill Russell Gene". These people never give out autographs and generally walk the earth giving sage advice.

The Bill Walton Gene is found in some that start out as hippies, get bad knees early in their career, and then come running back to the establishment when they start wanting decent earnings.
