Try taking vitamin E or cod liver oil. You might also just want to get some very concentrated moisturizers for your skin. Try a moisturizing, lotion type shower get or soap too. You should also follow all baths and showers by using lotion to retain lost moisture in your skin.

You need more of the right kind of fat in your diet.
Check with your doctor to see if they can give you a diet that is rich in everything your body needs.
I went on a low fat diet and my skin did the same thing so I had to add some fat back to my diet to keep from having very scaly skin.
My doctor had to help me so I could get the nutrition I needed with over dosing on fat.

Make sure you exfoliate at least twice a week, and after showers and before bed use a strong moisturizer. Aveeno is a good one, especially if you tend to get itchy in dry spots. As for your lips, make sure you are using some type of lip balm all day. Try Burts Bees, and again make sure you apply generously at night before bed, this helps a lot.

It's a fallacy that drinking that much (TOO MUCH) water will do anything for your skin. There's something else going on and drinking all that extra water will NOT help.

have you tried exfoliatiing your skin? grab a loofah and a good cleanser, scrub all the dead skin so newe skin can come thru. after that apply lotion

If the exfoliators and moisturizers don't work, see a dermatologist - it could be psoraisis.
