There was a leak in my ceiling from the upstairs shower. Now there is a bulging spot where the paint is chipping away. Can I wack away at it and re-do it with stuff from home depot? I have no idea how/what to do...

Greetings..
Assuming it is not a rental....then it is the landlord's job.

You will have to cover the floor well for all the dust and falling chips...
Carefully cut out the bulge (material 1/2 inch thick) you can buy inexpensive drywall saw for this...be care full not to run blade too deep into ceiling as wires may be up there.
If you can, cut a line 4 inches or so paralell to walls - this way you will not have to make a corner seam which then takes the later taping job to the wall and down it.
Your opening should be rectangular or close too it. Remember you will need to attach the new drywall material to wood joists.. so after you cut out the bad part... go back and use a utility knife to cut enough ceiling back to hold the replacement part --3/4 inch..

Most this will be obvious once ya start to remove the old parts.
After the new piece is in (either nails or screws) make sure the surrounding old work is well attached by refastening it up with extra nails.
Then it's all about learning how to tape and texture.... Home Depot or Lowes have nifty hand-outs for this and are highly recommended.

Tools: DUST MASK, utility knife, drywall saw, straight edge (to mark cuts) hammer, nails or screws (power screw driver suggested for those screws-- and faster too), Paper seam tape - not that meshy stuff - 1 gal wet drywall, 2 inch spreader, 10inch or larger spreader, back brace, goggles, good vacuum cleaner, Texture, Primer, Finish paint.

OR-- a handyman you can watch and learn from and pay $100 to $300 for a job less than 6 Square Feet.
