That sounds like a very busy dress, so keep the accessories to a minimum. Pick ONE shade of the blue and get earrings and simple necklace to match, if you don't already have one. I wouldn't wear bracelets or anklets, or a ton of rings. One ring per hand is enough. Depending on the weather, a simple shawl or wrap in black for warmth. Simple hair style, one barrette, clip, whatever in a matching blue. Like jeweled clip in the same blue as the jewelry. Don't try to get all three shades in your accessories.
Remember that you want people to notice you, not your clothes.

I would wear long dangly silver with blue rhinstone earrings and your hair up so it wont take away from the earrings. You should wear a small blue purse with sequense to bring it out from the black dress and to stand out with the ribbon. Have fun!
P.S dont wear both long earings and a necklace......either the necklace will take away from the earrings or the earrings will take away from the necklace.

If your ears are pierced you should wear earrings that are thin (not hoops), silver, and fairly long. Try silver bangles and/or a black marquisite (i dont think i spelled that right...) ring.
