First of all the commandment is 'Thou shalt not "MURDER"'.
But, let's assume you mean have a policy that taking of any human life is murder.
There is war (FDR who was POTUS for most of WW II, lots of Japanese, Germans and Italians, wins this one), death penalty, police actions in US (probably during prohibition, so that might be Coolidge), abortions (only pro-choice presidents here, so that would be Bubba, with about 13,000,000 in his 8 years).

If you are talking about a body count, that would be FDR. During WW2 we killed more than a million Japanese, and several million Germans.

Probably Lincoln, since he presided over the bloodiest war in our nation's history. But he didn't have much of a choice, he had a lot on his plate.
