Yes, it is a bit soggy.
But ... that also depends on where in Oregon you live!!
If you live on the eastern side of Oregon, it's actually quite dry much of the time (It's high desert), and cold in the winter, but not a lot of snow. Also hot and dry in the summer.
The Coastal areas are the wettest, but also the most moderate in temperature. On average, summer daytime temps are in high 60's and winter daytime temps are mid 50's. And it rains a lot and the sun doesn't shine very much. Even in the summer it will be foggy and drizzly a lot, folks on the oregon coast don't tan, they rust. But it's beautiful if you can handle the weather.
The Willamette and Rogue Valley's have less rain than the coast, and more sun, especially in the fall and summer. The Rogue Valley (Roseburg, Grants Pass, Medford) is dryer and warmer than the WIllamette Valley (Portland, Salem, Eugene).
If you live in Oregon, you learn to always be prepared for the rain, year round. You take umbrella's, raingear, or large trash bags (to be used as throwaway rain poncho's) to community events, parades, camping, hiking. That doesn't mean it always rains .. it means we know enough to be ready for it, just in case!!
In the valleys, the rains fall in showers most of the time and you will find breaks, but native oregonians don't wait for breaks in the rain to do things, we just go for it. The rain on the coast tends to be more continuous during weather fronts.
I can't think of anything else negative about Oregon. But, I confess that for people who have grown up and/or enjoyed living where there is more sun in the winter can have a tough time, and those with SAD benefit from light boxes to counteract the symptoms.
In regards to job opportunities, you will want to research the area you choose to live in, some Oregon communities are still depressed in the job market, though many others are thriving.
