When I am trying to pull a skier and I punch the motor it seems to hesitate for one to two seconds before gaining full power, is this normal?

Outboard or inboard? Carb or EFI. A hesitation is usually a lean fuel condition. Knowing what you have can get us moving it the correct direction.

If you are running an inboard or inboard out board the problem is you need a carb job. If it's a outboard depending on model year etc. itstill comes back to not eneogh gas when accelerating. Have it reset.

Adjust or replace the accelerator pump in the carb.
It gives an extra squirt of fule when you punch it.

Maybe the advance on the electrical could be hesitating. Could be in the timing.

same thing used to happen to my 1973 ford torino and it was the carb. and the throttle cable was loose
