He's got to belong to someone in the area; they don't typically travel too far. How about putting up a few flyers in your neighbor hood, 'Found Rooster' with a photo, etc...?
Even if you shoo him away, if he's found food he likes in your lawn he'll come back.
Short of threatening him with a box of shake & bake, I think the flyers are the best bet.
PS: Surprised about animal control not picking him up! Slackers! ;)

you need to get a huge basket, propped it close to where the rooster hangs out with a little stick. Put some corn around the stick , when he comes eating corn, the stick will fall , and you will have a rooster under the basket. Voila! Then cook it for dinner, or offer it to a friend with a farm or large yard as a gift.

Okay...roosters are not roaming free in the wild. Contact your neighbors to see if any of them are missing one.
Or, contact the local farms to see if they want a rooster!
He may have been a young one driven out by the alpha.
if you have seen his feet, you do not want to mess with him. Talk to the farmers & see what they say. Or, get a few hens & get free eggs!

My suggestion is a BB gun. I don't think it will kill him, but it'll sting like h***. (personal experience. My idiot brother thought it was a funny joke to shoot me with a BB gun.) T_T
If you don't want to hurt it, you can use an airsoft gun or try spraying it with a water hose. It's pretty easy to scare off chickens and roosters. Whichever suggestion you use, just surprise him and make sure he gets a good scare, and I think that should get rid of him.

set up a trap. then, it's chicken for dinner all week long. or call a local chicken farm and offer to give them the rooster if they come and catch it. they'll probably jump at the chance....no pun intended.

YOUR GONNA HAVE TO TRAP HIM SOME HOW - AND FIND SOME ONE WHO HAS A FARM AND GIVE HIM TO THEM, I HAD THE SAME THING HAPPEN TO ME WITH 2 ROOSTERS, A DUCK AND A PEACOCK ALL AT THE SAME TIME THEY SHOWED UP AT MY HOUSE - SO WE KEPT THEM FOR ABOUT 6-8 MONTHS AND GAVE THEM AWAY BEFORE WINTER.
