nope. AIM is 100% free, and you can go to aim.com to download it. you do not have to have AOL.

no you dont have to have aol internet to have aim and it doesnt cost money

No, no AOL is needed to use AIM, though you do have to download a client. I do reccomend the multi-protocol client called gaim.
