Simply give everyone a sheet with 16 lines on it, numbered 16 through 1. Put their winners in order.

Or, list the games for the week, and tell each person to circle the winner and put beside the game the confidence value (16 best, 1 worst). First week, I'd go highest on Arizona beating San Francisco.
